Binghamton, NY— Resident Kate Hefford was walking her dog next to the river near Laurel Avenue when the dog followed a flock of ducks onto ice that had formed along the river bank, and then fell into the water. When it became clear that the dog would be unable to extricate itself from the river, the Fire Department was called and arrived shortly thereafter. After several attempts at a shore-based rescue, Assistant Chief Stephen Faughnan placed a ladder on the ice, and sent a rescuer outfitted in a special ice-rescue suit to pull the dog out of the water, onto the ladder, and along the ladder to shore.
